Operation Feed And Cure (OFAC) Phase 1, will be implemented first,.and will begin as soon as Hub's site has been secured and readied for reception of OFAC's relief supplies, equipment and personnel. OFAC's scope will focus on delivery of food and medical relief/first aid to famine stricken peoples at base and remote locations. Temporary facilities and utilities and housing for relief and construction workers. Temporay field hospital and clinics and kitchens. Temporary river ports and boat deployment.
Operation To Establish And Maintain Hub (OTEAM) Phase 1, will follow behind OFAC and will focus on delivery and construction of permanent infrastructures and utilities along with OTEAM contractors and construction personnel. Airport completion. Permanent facilities and housing for all Hub's relief workers and related personnel. Construction of permanent hospital, clinics, stores, commisary, kitchens, shipping and receiving and storage. Hub's permanent base and mobile relief, disaster, security facilities and systems and river ports and boat production.
OTEAM, Phase 2 will foster private development of an affiliate university, to include agriculture and medicine. Other private development of necessary economies and services to augment Hub will also be phased in.
